To Make a Server you firstly need

Port Forwading

Additionally, it might be necessary to port forward Steam's internal ports as well if you are behind a strict NAT or if your network is heavily filtered: https://help.steampowered.com/en/faqs/view/2EA8-4D75-DA21-31EB
Now you need to Change the Server Settings in the Server Tools files. ( Manage button in the library page > Manage > Browse Local files > Server.cfg ) In the Note Pad there is your Server Options. To Play a private match of Breach Mode Set Breach into True and the Rest of the options is for your own choice. To change the Seed of the Map you need to add mapseed "Seed" below rest of the options.
Now to Join the server You need open SCP: Containment Breach Multiplayer and press Multiplayer. On the Multiplayer Tab press Direct Connect and type the IP / Port of the server. For the IP address We Reccomend seeing it from a website. The default Port will be 50021.
If you are facing issues with Portforwarding, either because you cannot manually Portforward since you do not have access to your Router or for other reasons, and you cannot use UPnP or a UPnP Portmapper to forward the port that way, you may consider using software such as ZeroTier in order to connect devices that are behind NAT or a Firewall together without direct Portforwarding.
Do keep in mind however that everyone else you are trying to play with will need to download ZeroTier as well and join the same ZeroTier network.
If you want to make your server publicly available behind NAT and/or a Firewall, Portforwarding is a must. Either that, or you can try to Port-relay by tunneling your server to another host that is Portforwarded. This is a much more complicated setup however, and you should look up Tutorials about this if you want to attempt such a manoeuvre.
